This Supplementary Planning Document provides further guidance to support the implementation of a series of existing and emerging Local Plan policies that relate to purpose-built student accommodation and shared living but excluding Houses in Multiple Occupation (HMOs). The SPD expands upon the approach taken in policy DM2: Residential Sub-divisions, Shared and Specialist Housing and in Policy BCAP4: Specialised student housing in the city centre which aim to protect the residential amenity of existing communities.

The SPD seeks to balance the need for specialist student accommodation in locations close to the main universities and colleges with the requirement to preserve the character of surrounding residential areas. It also seeks to ensure that future developments will be of a high standard and comply with the quality requirements set out in the city’s other development management and planning policies.

In recent years, private student housing has gained popularity among students seeking more modern and independent living arrangements. Purpose-built student accommodation (PBSA), managed by private companies, offers contemporary amenities, such as en-suite bathrooms, communal spaces, and study areas. Private student housing provides students with a greater level of privacy while still encouraging social interactions.

The SPD also sets out a methodology to identify the suitability of specific sites for Bristol student accommodation. This will involve assessing the existing concentration of purpose-built student accommodation in a particular area, examining the University’s expansion plans and considering the level of demand for specialist student accommodation within the city. It will also consider the implications of introducing new bed space limits in certain areas where there is an existing concentration of student accommodation.

This will include areas of the city centre such as St James’ Barton, Nelson Street and Lewins Mead; and in the vicinity of the University including areas within and around the Old Market, Park Street, St George’s Road and Frogmore Street. A full explanation of this methodology is given in the document. The SPD will be reviewed in 2021. This will enable it to take account of any relevant changes in the housing market and other policy changes that may have been introduced since its initial publication.
