Not to be scientific about it, rust occurs when metal is exposed to moisture. Once the paint breaks down, it allows moisture to seep through and over time, rust develops. That is why it is always advisable to diligently check metal items and clean them when rust is discovered. Rust needs to be removed thoroughly as it spreads all over the metal and you would end up with a useless item on your hands.

What if that screw supports a material that is used to carry heavy loads? Most likely, the material collapsed causing injury and property loss. What about those rusty bolts holding a flange precariously? Just imagine the strain on a bridge with millions of cars passing over it every day. And what a disaster it would be if it collapsed. There is that particular case of a group of university students partying on the balcony of an apartment. The structure could not hold the weight and gave way, causing some of the students to fall to their deaths. Although not actually tested, there may be a chance that rusted materials may have been a factor.

It becomes dangerous when rust comes in contact with an open wound. There is a risk of contracting tetanus, which can be fatal at worst.
